As you know, hot water in China is a precious commodity. The way they do it is to usually install a hot water heater in the bathroom .. this means that there's no hot water for the kitchen or anywhere else because indoor plumbing isn't a priority.
This is an "add-on" that goes onto the faucet; there's some assembly required. You plug it into the wall and it warms water "as you use it", rather than by storing it in a tank.
Anyone have any experience with this? I don't want to wash dishes in the winter time with water that cold...

This stuff has been around a long time but unless I can see exactly what you have I can't tell you to much. It should be straight forward however the quick way out is go to the store where you bought it or to a plumbing shop and ask how much to fit it

Or just buy a kettle and boil it before you do the dishes

From the ads, it looks like a regular faucet but with a thick bottom and a plug attached.
I bought a hot water heater for my kitchen sink but it came with installation from where i bought it, from what i can see they put it under the sink cabinet where it plugs into the wall and there are 2 tubes, one for cold water intake and one for hot water going out to the sink
Yes, have done that. Bought an 'on-demand' water heater and had it installed for free. Also put a new one into the bathroom and also with free installation.
However, if you want to do yourself, it is not so difficult to to. Both times I watched the person doing the installation. The only tricky part is to have the right tools, as is with everything.

So... what are the tools? I'm guessing crescent wrench? waterproof tape? What else?
i have the same problem where I am living at the moment. This is my 4th apartment in China in 5 years and I was still stupid enough not to check for hot water in the kitchen or the bathroom sinks. All I have is hot water (which is at very low pressure in the shower). Tell me how things work out for you...
I bought the exact thing for my place.
It has worked fine, no real installation other than that of a normal tap.
The only thing to look out for is the plug. The cable is short so you may want to get it under the sink.
