Q: Can I apply in Viet Nam orThailand for second year L visa to China or have to return to America?

Can I apply in Viet Nam or Thailand for second year L visa to China or do I have to return to America? I am an American. First L visa ( for one year multiple entry) issued in America.

Planning on traveling to Viet Nam and Thailand for one month each.

Would like to return to China after.

I do know you can not get an L visa in Vietnam at the Chinese Embassy there, you will be told to go to your home country. I do not know about Thailand

I managed a Z-visa in Thailand very easily, but that was a while ago now and the rules could change day-to-day.
