Q: can i blacklisted?

i joined with one university in china last year (2011) for an undergraduate program but 2 months ago i decided to  quit the study because the school was not good. when i was quitting the study i asked the school to refund me the fee,the school said will refund if i will go to the police and cancel my residence permit, i canceled my residence permit and the police gave me L visa of 15 days and the school refunded me and i returned to my home country (Kenya).  Can the police blacklist me because i canceled my residence permit which was still valid and took L visa?

No, you did it all correctly, as did they. If they paid you back they don't seem like the petty type. Besides, if you're that worried just get a new passport.

You obeyed instructions, followed the spirit of Laws and Regulations, did everything as Chinese told you.  That shows to Chinese "respect" for their system, and you will not be blacklisted for that.  You broke no Laws or Regulations, so you can not have any repercussions from that episode of your life.

Relax and enjoy Kenya.  Good luck to you.
