Some agency told me that teachers working in guangzhou are being inspected and we all have to apply for a work permit if we are ever to work for a company which is registered? Is it true or was she telling me that to politely refuse me the job???

When I worked at Overload Wall Street English (Overload is my added nickname for them.) Yes they always rejected F visa teachers.
So yes, she is telling you the truth, you shouldn't work on an F visa. They are(PSB) making the rounds, we were checked on last Monday.
Some schools like Wall Street English and DIsney English won't accept you if you don't have one. That isn't true for all schools just certain one's...
F visa is not issued for taking jobs in China. as far as I know, some English-teaching schools often employ foreigners with F visa. It is illegal, once got found by the immigration bureau, both the school and you will have troubles.
If you get employed by a company or school, you should follow the procedure to apply Z visa and China residence. You can inquire more by skype: joe.dada5

It still is pretty common to work on an F-visa in China. At the beginning people have no other choice, getting a work visa takes up to four months. It is such a horribly organized system with the work visas that in the end people and companies have no other choice then bend the rules if they want to function in this country.
Lets all hope one day the authorities come up with a transparent, efficient and quick system to apply for work visas so the people who are entitled to one can get it.
That will take some time though I assume....so for the moment you should be fine.
