My Chinese friend once told me that they call ahead to let the restaurant know they are coming....what is the point of that?!
Do they not just show up unannounced to inspect the place the way it really is?

I think the question should be, "Do health inspectors even inspect restaurants at all here". I did hear that health inspectors give restaurants an advance warning which is totally counterproductive and just stupid...but another major problem is a lack of staff and under-developed health infrastructure.
Health inspectors come here all the time, usually about 3 to 6 of them. Most of the food places are clean and well managed, maybe they are looking for reused oil!
maybe they call them up so the restaurant owner can have time to get the hongbao with the proper "gift"
Most restaurants here are appalling. They are only concerned about profit. Sanitation comes maybe in at #20 on the list. "Health Inspectors" are paid off.
