I can only answer this speaking as a man, but I would assume it would be the same for women.
Example. In China a shirt listed as an extra large will be the American equivilent of a medium. In Hong Kong it will be more like a large.
The sizes do reflect the local market, but in Hong Kong people are taller and bigger than the mainland. Finding shoes in China is impossible for me as I take a size 11, but in HK it's no problem at all.
I would suspect HK sizing for women would be closer to on par with the US, but still slightly smaller.
Speaking from personal experience they have all sizes for women. I've traveled to Hong Kong many times in my day and there are upscale malls to street markets to other famous shopping destinations throughout Hong Kong. They will usually have sales going on in Hong Kong year round because it's a popular tourist destination and for people to extend their visas. Good Luck!

BTW, it wasn't a smart (EL) remark... you stated from your personal experience you had no problem finding women's clothes. It was an honest question.
My shoe size is 13, shirt has to be 56 or better (Chinese size) or XL (sometimes XLL)and troussers 36 or 38 waist, depending on manufacturer. In China, I seldom get anything that fits me, but sometimes I do get lucky.
Now, when in Hong Kong, I have never had to visit many stores seeking my size, within the first or second one I will find something to my liking that fits me.
I've been told by friends who live in Hong Kong that western sizes (clothing & shoes) are now much more available there. I've been to HK a few times since arriving here in China and have found (in my experience) this to be true.
China caters to its own people which number in the billions. Of course, this only makes sense. :) So bring what you need from home or use local tailors and seamstresses who can make for you what you want/need.
After being here for a year, I know even better now what I need to bring with me when I come back after summer break.
