Employer just point blank refuses to give release letter, its a simple as that, 1st story 6 weeks ago was that they lost my new work card, so before they could cancel anything they had to apply for a new card, then cancel, that was 6 weeks ago and she wont respond to me anymore, new employer is looking for it and trying to contact them too everyday, but no joy
resident permit expires august 27th, (I AM NOT IN CHINA NOW), so no impassionate trips to the PSB
what to do, only thing i see is to let the resident permit expire, and start all over agin with new z visa, old employer is in Beijing, new employer is in Haikou
what gain is in it for the previous employer .....................for any future Teachers dealing with BETTER ENGLISH in Beijing I strongly strongly strongly advise against it..................they also use BAITE.COM.................they have good few ads on the beijinger and other web sites too.......................avoid avoid avoid

Look, I will repeat what I used to say/do when similar happened to me while working in China:
'Dial SAFEA and ask them for advice and help!'
I always called SAFEA at any dispute with employer in China and I always received prompt resolution of my problem.
Employers in China are afraid of call from SAFEA 'cause that is Gov. organisation which will stamp WP or ABC card for new laowai employee.
By Chinese law, employer must submit RL to employee in 30-days after the last working day.

It's obvious that Better English doesn't have the papers to hire a foreign worker (teacher). Unless you call SAFEA to resolve this matter you may have to start all over again. ie: noterizing your degree etc.. Then again, you may not have to because SAFEA will have your documents on file. They should be able to get you a new card. I worked for a company based in Beijing a few years ago. They sent me to a school in Sichuan. They never did get me a WP. The PSB had been watching I guess. They finally came to the school to look at my passport and saw that I didn't have a WP. Fortunately my passport had many WPs from previous years. As you guessed, I could not get any release documents. The following year I was hired anyway by another company. What happen to that company is anybody's guess. But the PSB told me I couldn't teach anymore. They allowed me to stay on the visa I had. I did hear from reliable sources that the school leader went to jail for corruption. So don't sweat it.

Yeah, RL is important only if you want to change an employer (and extend RP) without exiting China. Othervise, not too much value in RL from previous employer.
When I was involved in recruiting new teachers that happened a few times - the teacher's old school refused to give the release letter.
Usually what would happen is our school would contact the other school and remind them of their legal obligation and saying something like the PSB here knows the situation, is waiting for your letter so they can continue doing their thing, if they still didn't give it up the next call to the school would be from the PSB. That call always worked.
Like Donnie said above, it sounds like the school might not be all they told you and if that's the case - or even if it's not the case - no school wants unwelcome attention from SAFEA or the PSB. I'd be doing what Icnif suggested and get SAFEA on the case, and see if your new school can get the PSB to make a call.
Oh, and in the meantime go on all the ESL sites telling people of your experience with that school so when people google the name your post pops up, send the school a link. When they can't recruit new teachers it might be a wakeup call for them.
