Q: Is giving private English classes in China illegal?
I am a homemaker staying in China. I would like to know if giving private English tutorship is illegal.

Legal work in China (as an English teacher) requires Working permit and Foreign Expert Certificate.
In FEC is clearly (in Chinese) stated, who is your employer (Z visa sponsor) and where (School's name and address) you are entitled to work.
Work at any other place than specified in FEC makes your venture illegal by Chinese law.
Q is 'how&when that is enforced?', i.e. if you are moonlighting at other place than written in your FEC and cops enter the place while you are working, you are illegally employed (there!).

The FEC no longer exists. There is now the Foreigner Work Permit (FWP?). The combined ABC card.
When the QR code on your work permit card is scanned that then includes details of employer, their address, etc.

Of course it is legal, just like in the country you come from, no approval to work from the government is required.

Oh! And what does your country do to illegal workers? Naturally, China would be more kind. They may give you an award. That's just how understanding the government is here.

Instead of getting paid, you can technically take donations. No one will give a fuck anyway. It's actually safer than working illegally for a training center.
..and just take cash, there is no paper trail that way.

Usually contracts with schools or training centers will state you must be granted permission by your visa sponsor
