I bought a car in China last year.  To get the vehicle license and license plate, you will have to pay the relevant taxes first (paid in person at the local tax bureau).  Good luck trying to convince them your working visa has magical anti-tax properties...

 

Back in the day, foreigners were allowed to import one car from abroad for personal use.  Even then, I'm not sure you could (legally) avoid paying some kind of import tax or customs duty.  Supposedly this method was still cheaper than buying the same car in China.  They've since done away with this loophole.
