Q: How come strollers aren't popular here?

Never really seen people going down the street with their baby in a stroller. It's not like the streets aren't flat...so what's the reason?

Depends where you are.  Some smaller cities the roads and sidewalks are not very flat, or may be rather "moon like".  Even here in Beijing, a LOT of cars park on the sidewalk on all except the major avenues or places like the "guo mao district".

Probably don't want the baby in it's split pants letting a #1 or #2 all over the brand new stroller...so better to carry it.  Or I guess they could leave the plastic on it....hmm....

In Guilin the sidewalks are either stone tiles or really bad patched concrete, not very smooth. Strollers would probably be stolen. What kills me is seeing people carry babies in their arms, no baby carrier on motorcycles etc. I'm  starting to think everyone grown up in China has been dropped on their head several times.

Strollers and wheelchairs have to give way to cars and motorbikes on the sidewalks.

It's really depends on where you are I guess. Come to Xi'an, you'll see almost everywhere there's always people with baby on the strollers..sometimes even at some very risky sidewalks (very busy with many vehicles and people). Sidewalks in almost all part of the city are very well-buit and maintained. I love this city overall!
