Seriously, your question lacks info and with such a brief post how can u possibly expect any type of advice?
someone doesnt love u. get proof, record the convo, text messages, emails. and then go to your local police . it doesnt matter who the victim or perpetrator is.
blackmail implies person A has done something they shouldn't (not always, of course, but usually.) so, chances of stopping blackmail, in that situation, is pretty low!
Extortion, however, is a different matter (although, related). I presume, in this case, it's more of a bribery thing??
Personally, I'd get it all on camera. Have a meeting in a public place, with a completely unknown person, hand over LESS than what was agreed, and have it all on video when they go off their rocker, and start making threats if more money doesn't come up (I am, of course, presuming the blackmailer is a government official). Tthen, put it up on the various video webs... (well, threaten to if they don't leave you alone - point out that corruption by government officials can lead to the death penalty).
No, if, perchance, all this is in the private sector, and doesn't involve officials breaking the law, I'd say you're screwed!

Go to the police try to get help and don't do everything by yourself. Number one rule when dealing with black mailers. Watch your Back!
Forgot to answer the question after leaving a message for nevermind. Ok, you're a foreigner, who is being black mailed, who is doing the blackmail, remember where you are and the fact that if you're being blackmailed it's because you are either here illegally or the powers above you have connections, as a lawyer, either way you're screwed. If the person doing the blackmail is foreign, good news, PM me and I'll tell you how to persevere and gain revenge, if they're Chinese, well my friend, if their guanxis bigger than your's, find a different job or location
