no offence but if you're looking for an all-expenses-paid PhD you're going to have to really bring something amazing to the table.
This question sounds like you want a PhD, you don't want to pay a dime for it and you don't have the first idea where to look for academic resources.
You better be an absolutely brilliant biochemist or something.

strange but true is that what the OP has asked for is not impossible.. instead it is highly probable. China's requirements to enroll in a PhD is just to be under 40 yrs of age and a master's or equivalent degree.. so there are more than a few people from a lot of Asian countries getting admission here literally without having to spend a dime and obtain a PhD.. it's all about face. the thing is "we gave RMB **********/- to foreign students and ******students were enrolled in ***** universities all over China"
replace *** with any random number..
