Can some one tell me the procedures to obtain a Chinese credit card??

Actually it's very hard for a foreigner to get a credit card in China. Different banks have different requirements for this. But the same thing is you should deposit certain amount of money first to the account, which means it’s not really a credit card but a debit card!
the banks in China now have very strict rule concerning approval of credit card for foreigners that it is almost impossible for a foreign national to get a credit card in China even if one has a large amount of cash to deposit in the bank.
Yeh you can get a credit card but need to have working visa and a red working book. And than you need to let your company make a letter to tell how muh you make in one month. than you can go to the bank and make a credit card. Good luck
There is one way that you can get credit card facilities if all other methods fail. What you can do is go to a large branch of the Bank of China. Go through the normal procedure of opening a credit card account. This will require your passport, evidence of residency and maybe proof of employment and/or income.
Deposit a sum of money in a timed deposit account, for example one year savings account, and sign a guarantee that the bank can withdraw the funds from this account should you default on your credit card. The bank will normally arrange a credit limit of up to 80% of the deposited capital. If you withdraw this cash before an agreed date, the bank will cancel your credit card facilities. However after the agreed period, providing you have followed the credit card conditions of use, you can withdraw the cash and carry using the CC.
It sounds like a prepaid credit card but it isn't. The two accounts are very separate and the only purpose of the deposited cash is a guarantee against default. Other than that, the card account is used like any other credit facility.

Go to HK citibank open an account deposit like 65,000 hk dollars and they will give you a credit card also

Firstly, the amount that you quoted is incorrect. I have a business account with a substantial amount of registered capital and a personal account with a lot more than you quoted at one particular Chinese bank but they will not issue me with a credit card. Using the method I quoted above, I deposited 15000 rmb in a BOC deposit account as a guarantee and was immediately approved.
Secondly, the only persons able to obtain credit of any kind in HK are HK Residency Card Holders or persons permanently stationed there. It will not work for foreign nationals living in China even if you have a strong banking record there.
You only need a resident visa and a contract with your current employer or a business license with capital. I have 3 credit cards. 2 are for rmb and US dollars at ICBC and Merchants Bank, both are visa and master cards, have had no problem using them all over the world and one from The Bank of China. All I did was fill out the application and show them my passport and my financial capability.
You can get one credit card that allows you to only spend what you put in it, works like a debit card, which is what most people with little money in the bank has, but you have to put 4k to 6k rmb down as a deposit.
Or you can get a Credit Card that gives you a line of credit if you have assets or have about 15k to 20k in the Bank with 6% froze for security. If you have an L visa or F visa, of course you will have difficulties and so you should for you're not really stable
