Not legal, butT ... I guess 'they can' ....
You can legally teach/work only with Work permit ---->Z visa ----->FEC and Residence permit.
maybe part-time is Okay. But the legal way is to get the working visa.

Absolutley not where I am [Jiangsu Province], the PSB will catch you eventually and it will be a lot of trouble with possible deportation!
This is one area where it may actually be legitimately 'grey'.
There was a time when you were allowed to do up to 14 hours work per week, with permission from your university. This may or may not still apply in your region.
However, it is still safer to go with 'no'.
But... one way around this is to be an intern... and, technically, you're not employed (ie, compensated for work done other than experience).
