Q: Passport number as part of job application

is it normal that headhunters ask for passport number early in the job application process. I was contacted by a headhunter who found my CV on a jobsite. He said he, after an hour long interview, that he would like to forward my details to a potential employer. But he wants me to fill a form, the only details this form needs that is not already on my CV is my passport number and my signature. 

This is an IT industry middle management position in Hong Kong

 

Is this normal, am I being paranoid in thinking identity theft?

He wants to quickly get your application done so he can get his cut. If you don't give the full scan of the passport at first, it will waste time asking for it later.

 

If this is the only thing that makes you suspicious of him, I think there's no big deal. Just another greedy recruiter looking to get the job done and make money as fast as possible.

you mean, it is not normal after an initial screening by a headhunting agency, but only once there is actual talks about getting the position?

I wouldn't give anyone my passport number until I had a contract signed. I know some people ask for it, but I wouldn't trust them

I do think I will return the form leaving that field empty. He is also a bit of an arse for making me fill a piece of paper, then scan it and mail it back. He only had an uneditable pdf file. 

On the other hand it is actually a job I would like....
