Did you have a dream about this Q or you can provide web link with your 'news', especially 'will be off limits for non-China ID holders' part.
I travel freely in China as an EU passport holder since 2009. I even traveled around Xinjiang in 2012/13 without any problems. ID check-up here and there, but that was it.
Have a look at Yahoo-gle with the same Q in search. Pay 'special' attention to the dates about G20 meeting!

There are rumours going around that there will be severe travel restrictions for foriegners who normally live in Hanghzou during the G20 summit meetings but nothing defintley confirmed.

I looked at Yahoo, and there's nothing there about new meeting in Hangzhou. Only old threads about the same conference in 2014 or so.
If there will be any restrictions, it will most likely be for Hangzhou city, not restrictions around China.
So, train, bus and airport counters won't sell tickets to foreigners? I doubt, China will impose such a travel ban.
Generaly speaking , all countries taking part in the event have their own teams for the well being of their Delegates .
If you are a known antagonist you might not want to go anywhere near Hangzhou .
You will find that there is a real domestic threat, and therefore the Chinese will not be in a passive frame of mind dealing with foreign protesters .
You also may find a smaller foreign media presence than what you might have seen in the past, and all pictures will come from Chinese media sources.
I read something somewhere a few weeks ago. Yeah, not very credible I know.
It said something about between 5th and 15th foreign passport holders couldn't enter or exit Hangzhou and that police would be checking ID and visas more stringently on the street during that time. There was some mention of visiting apartments and workplaces.

I'd read similar, posted on Hangzhouexpat though that stated foreigners could leave Hangzhou during that time but wouldn't be able to get back in again. It was never substantiated. Link below:

That's what your describing Wolf happened to me in Kaifeng, Henan in Dec. last year, when was some 'big meat' meeting held in Zhengzhou.
Several cops were checking docs. of all present foreigners on Campus housing.
I think, Wen or somebody similar was at the conference in ZZ.
