I can't tell you the best way, but I do know how I do it, and works for me.  I have one account at a bank (In my case China Postal Savings Bank) and I use their ATM (debit) card just for purchasing on line in China.  When I see something I like, I go and deposit whatever it will cost, and always have maybe 10 to 20 Rmb balance.  No purchases, no deposit.  If card information is stolen, or used to commit fraud, the only time there is a balance is for a few hours when I do place an order.  I make deposit one block from home, return home and finish placing order.  Sometimes money is gone within minutes, and I get my order in 3 to 5 days.

For me, I buy from a taobao store that's in my city, and I can go there and see it and then pay for it with cash. I have done it a few times.
So some have a contact number there, so give them a call. Or just chat to them online.

Never really used taobao but the only method I prefer is by Paypal since it's the most secure way to pay through the internet and through these types of sites.
