I am switching jobs from one university to another. My current (old) university has given me the ok, to switch jobs. My new university has made it clear what documents I need to have to switch jobs, but the office worker at my old university is just being difficult. First, she said giving me a document I needed would be no problem. Then she said she couldn't give it to me until after my contract was over. Then when I said I would just get a new visa in America, she said that would be too complected for my new university. I told her I need the document to extend my residency, and I needed to extend my residency to stay in China past the expiration date. My new university is in a different province. She tells me to contact my new university to "solve this problem." I told her I know exactly what I need from them, and I asked her to talk to them directly. She refused to talk to them.
Is she just stupid, or is this some stupid Chinese BS where she is trying not to lose face of some crap like that?

It's stubborness! You could probably expect that in most places you will go! I find the typical sit on rear and collect a paycheck becoming more common here than I would have ever imagined!
No, she is just being the often encountered less than competent self. What you may have to do is go to the office workers boss and tell him or her what is going on. You can also call with your mobile phone the new university directly and then just give the office worker the phone when you get ahold of them.

Just dont dial in front of her! Step outside and then when they asnwer, enter again and hand her the phone!

Another thing you can do is to go to your local PSB office and tell them about your old employer refusing to give you a release letter (I am assuming that is what you want). By law they are supposed to do it, and a phone call from PSB to old employer may resolve the impasse. If not, PSB can also give you a temporary 10 days visa to go to your new employer and get your new work permit and residence permit done. You do not need to go back home to get a new work visa.

actually it is a cancelation form for my expert certificate. I am going from Shaanxi to Guangdong. Apparently I have to have this before I transfer my residency. They should be able to give it to me after I have finished all my classes. For some she cannot do it on the 15 of July because my contract is until the 31st, but she said she would do it on the 20th or July. Nothing she says makes any sense to me at this point.
Your quitting is loss of face; them not being able to solve this means loosing face, too. Keep pressing.
Sounds about typical, you are allowed to cancel your FEC yourself at the FEB as long as the FEC book is in your possession. After they cancel it, they will give you a piece of paper that must be filled out by the admin. of your current employer. If she refuses, give her a 200rmb gift card, should about do it
