Q: Where are the centres to get a moped licence
I am going to purchase a small moped and need to apply for and get a licence and need to know where the centres are in Shanghai

The usual method now is to talk about how they're victims of a sick society etc and it's not their fault.
And there's probably some truth in that but who cares, at the end of the day it comes down to personal choice. Control your urges or get euthanized or locked up for the good of everyone.

some kick-ass footage! sometimes cops in the States still find the cojones to get all Dirty Harry too. Just the other day they spike-stripped a truck busting the San Diego border causing the truck to wipe-out down an embankment. 3 dead if I recall.
Have you checked the rules in Shanghai? A number plate for a petrol/gas powered bike is almost impossible to get...
Go electric. Chargers are light, easily carried, and you can drink beer while your ebike charges.
