Are there any industries that are more likely to hire an entry-level foreigner?
Are there any websites or agencies that specialize in this kind of recruitment?

If you can be an English teacher, many School in China would do absolutely anything for Native English speaker. That would be your best bet, since I am assuming, you don't speak Chinese.
If you decide to enter China as English teacher, you should be aware Chinese are racists, and they're mostly looking for Caucasian teachers.
You can find more info about that in previous posts here.
Good luck!

Hey, thanks for the answer. It's a good suggestion, but I'm already teaching English here and looking for something new.

Maybe, you could add into your Q post, what kind of entry job you are looking for.
You can also 'make sweep' through the job site here, or Beijinger.
Make ready your CV, and start sending it to the online job adverts in which you are interested. Never stop sending your CV to adverts. Chinese will not reply, if they are not interested in you, butt.....you don't worry about it. Just constantly email your CV. When I'm looking for new School, I consider sending emails to the new Schools as my part-time job.
For most jobs, you will need a degree, and two years post degree experience. There is also a push by China to fill most jobs with Chinese people, rather than foreigners.
Most people work for a company in their home country, then get transferred to China later.
If you lack special skills you'll most likely find voluntary internships or an internship at very low pay. But look at any and every post in the big cities, I could be wrong.
Chefs....there are many chefs that are foreigners...anywhere you go you can find a foreign chef. It wouldn't be too hard you just have to go to a culinary school and you should be able to find a job in that sector!
Every city needs street sweepers. Being foreign you may get promoted easily to cart pusher. or less busy road

I guess you're an aspiring comedian? Stick to the day job.
