The swirling tax-evasion scandal that has engulfed the Chinese film industry, forcing the disappearance of A-list star Fan Bingbing, may have just dented the reputation of another major figure: veteran director Feng Xiaogang.

China's entertainment trade press was awash Monday with the news that a high-profile cameo by Feng in arthouse star Jia Zhangke's latest film, Ash Is the Purest White, was cut.

Ash Is the Purest White, a decade-spanning crime melodrama, premiered at the Cannes Film Festival in May, where Fan Bingbing, in one of her last major public appearances, walked the red carpet in support of the film. Feng, one of China's most esteemed directors and an occasional character actor, also made a brief but eye-catching appearance in the film as a doctor.

Cheng-gong wrote on his microblog, "Fan Bingbing is addicted to throwing her weight around and is infamous in the industry for this."

The allegations surfaced when Boxun News published false rumors about The Crouching Tiger Hidden Dragon actress that she slept with a number of Chinese government officials including Bo Xilai and earned approximately 100 million pound for her work. The matter was settled when Zhang sued the news agency.

Aparently she's been sort of detained, according to theguardian by China somewhere for about threee month on a tax evasion basis and she is to pay absurd millions of yuen to cover for the hole into the China's treasury. She pleaded sort of "mea culpa" gratifying to such extent the wise support from the Party to help her through such efforts and that she feels ashamed of being so little allegient to what every true Chinese should stand for, by not paying the taxes.

The Chinese actor Fan Bingbing, who has been missing for months amid rumours of possible wrongdoing, has been fined for tax evasion.

Fan and her related companies were ordered to pay about 883m yuan ($129m) in fines and unpaid taxes after authorities found she failed to pay about 255m yuan in dues, according to the official Xinhua news agency, which cited the Jiangsu provincial taxation bureau.

One of China’s most famous actors with a career spanning two decades, the 36-year-old is best known in the west for her role in X-Men: Days of Future Past. She has been the face of brands such as Mercedes Benz and Cartier in China.

Fan will not face criminal charges if the fines and back taxes are “paid within the prescribed time limit”, Xinhua reported.

“I sincerely apologise to everyone,” Fan said in a statement posted on an official social media account. “As a public person I should be in compliance with the law and be an example for society and the industry. In the face of economic benefits, I should not lose my restraint and forsake administrative procedures that lead to violations of the law.”

“Without the [Communist] party and the state’s good policies, without the love from the people, there would be no Fan Bingbing,” she wrote in her first statement for months.

Her agent was detained for allegedly obstructing the investigation by ordering evidence destroyed and concealing accounting documents. Officials at the Jiangsu tax office were also being investigated for alleged involvement.

The targeting of Fan was seen as a warning with authorities launching an effort to recover back taxes from others in the entertainment industry. There is an amnesty for those who pay up by 31 December; those to fail to meet the deadline could face criminal charges.

The investigation began over Fan’s reported income from the upcoming film Air Strike starring Bruce Willis, Xinhua reported. Fan was last seen in public in July when she visited a children’s hospital. She stopped posting on all social media accounts around the same time.

She had been accused in May by a Chinese TV presenter of using “yin-yang contracts” to lighten her tax burden. The practice refers to celebrities who sign two contracts: one with their actual salary and another with a lower figure that is submitted to tax authorities.

Fan topped Forbes magazine’s 2017 list of top-earning Chinese celebrities with income of 300m yuan ($43m). She is one of five leading international female actors cast in the forthcoming Hollywood spy thriller 355, alongside Jessica Chastain and Penelope Cruz.

Her star has dimmed with authorities in China: a recent report giving the “social ranking” of the country’s celebrities placed her at the very bottom with zero points.

Chinese tax authorities launched an investigation last week after CCTV presenter revealed a pair of apparent "yin-yang contracts" for film star Fan Bingbing’s role in director ’s "Cell Phone 2": one for the real sum, and another showing a much lower value. [Updated at 14:20 PDT on Jun 14, 2018: China Film Insider’s Matthew Dresden writes that Cui’s accusations had “unraveled.” Cui had reportedly apologized to Fan. The title of this post has been edited accordingly.] This ruse is often used to evade taxes in deals such as real estate transactions, but Variety’s Patrick Frater notes that in this case, it may also have been intended to dodge official regulations meant to dampen celebrity culture:

Fan, China’s biggest celebrity and co-star of Jessica Chastain’s forthcoming action film “355,” reacted furiously last week when details of a contract were leaked online by TV anchor Cui Yongyuan. His initial disclosure showed Fan being paid $1.56 million (RMB10 million) for four days’ work on Feng Xiaogang-directed “Cell Phone 2.” Cui followed up by releasing a second contract worth $7.8 million (RMB50 million) for the same work. He suggested that the intent was to allow Fan to declare only the smaller contract to tax authorities, rather than her full $9.3 million (RMB60 million) compensation.

Fan has denied any impropriety and hired lawyers to defend her. Cui’s social media posting was viewed 38 million times before being removed on Sunday, state-owned Global Times reported.

The disclosure was an embarrassment for both Fan and for China’s media regulators. Last year, five government agencies issued directives urging media companies to focus on culture rather than celebrity, and moved to rein in runaway paydays for stars. As part of last year’s supposed crackdown, the China Alliance of Radio Film and Television issued guidelines that sought to limit on-screen performers’ pay to 40% of a production’s total cost. It also sought to cap the leading star’s pay at a maximum of 70% of total payments to cast. The Yin-Yang contracts appear to be a way to skirt those rules. [Source]
