As no one is answering you on this. Contact your Embassy/Consulate and ask them the hows and whats of this. It is possible to set up yourself without consular services, but might be impossible without a trusted Chinese speaking person. The rules for WOFE are the same countrywide but the start capital needed is decided locally and will differ from industry to industry. There would also be different requirements to safety (hahahahahahaha) permits needed from city to city.

the basic rule will be the same . for service company, the minimum registered capital is 100,000, for trading is RMB500,000.  because these are in company law in China. 

 

you have to find a chinese friend who can check the local government department. they have guideline for the company setup. or you can find agent there to do it for you .
