Q: Why are fish cheeks considered the best part?

Is there a story rooted in history behind this or is it very simply because Chinese people believe it's... the best part of the fish?

  I've got a theory that this came about from a mother not having enough to feed her kids so she said "Here, eat the head, I saved it for last because it's the best part." Because can you tell any difference? I've eaten the head and it tastes the same. There's just a lot less meat on it. Apparently very nutritious though.

I'm from Newfoundland and my mother considers Cod cheeks a delicacy. She fries them to look just like chicken nuggets. As a child it fooled me every time but now I just like the taste. Is it the best part of the fish? I think not but don't tell my mother that.
