Ok, I don't mean solid cement sidewalks. I just assume those were poorly smoothed on the surface. I'm talking about random chunks of cement on other types of sidewalk. There are sort of tiled sidewalks here, with green and yellow squares, and there is sometimes a bit of cement on them, too. It's almost like someone just walked around and slopped cement in random places. That doesn't make sense though, because they have cement trucks. So why is it there?

Because taking the time and effort to pour the cement straight from the truck to where it belongs, doesn't make sense to the construction crews. It's much easier to go as far as to pour the cement into wheelbarrows (sometime just pour it on the ground and shovel it into the wheelbarrow) and then manually move the wheelbarrow to the desired location and shovel it into place. The idea is that the manual guy with the shovel is much cheaper to hire than someone that can drive the truck. They just don't factor how much longer it will take the shovel guy and that they aren't actually saving money.
poor quality cement, unskilled labor , they dont plan for it to rain. so they put cement bricks on top of sand and dirt. but if things were down right the first time people would have jobs
