After loking forward to a few days break we arrived at Beidahie only to find the hotel we booked refused us there were 4 English and 1 Chinese. They told us we had to book into a Government hotel,and od course they put the price way high 600 for a nght. yet the whole place is full of Russians runnng Shops etc anyone else had ths experience

Hotels have to report having foreigners staying, and have pay to have the ability to host said foreigners.
That being said, there are times when the place has the ability, but the guy behind the counter just doesn't want to do the extra work.
Not quite the same experience (possibly!), but I had a hotel refuse me, because they weren't registered to have foreigners there, and some other such sh!t, but the one next door could.. if I had a particular piece of paper. So, I asked the first hotel (MUCH nicer!), if they would accept me if I got that piece of paper from the police, and they said "yes", and even drove me down to the station to get it. I think it was a resident's permit or something (I do have a RP in my passport... but that didn't matter!).
Price was the same afterwards...
Those kind of hotels have a little machine to scan Chinese ID cards, and that automatically registers them free of hassle. If they want to legally let a foreigner stay there, they have to take your passport to the local police and fill out that little form for a temporary stay
I have had many small places refuse me because they didnt want to do it, and several places took the time to take my passport to the police. But also many just didnt worry about it and just let me stay anyway.
It does depend on the province though. When I was in Guizhou no one seemed to care, and just let me stay. Its possible the regulations there are different or more lax. But when I was in some small towns around Liaoning, they were quite strict about it.
It can be annoying dealing with these kind of problems if you dont speak the language or know about these things ahead of time. I was livid by the time I was refused by 5 of these small hotels in one afternoon and had no idea why.
I never heard of anybody 'loking' for a place to stay and the hotel refuses. This is a first. I've heard of taxi cab drivers not wanting to pick up foreigners but a place that is supposed to make money by you staying refusing you is hard to believe. What's a little paperwork gonna hurt anybody?
Next time, you should just tell them to fill out the paperwork and refuse to be denied. I guess sometimes you have to fight for your rights and that may be true here from the experience you had. Reminds me of how the states were back in the day when they refused a certain type of people.
