Q: Are there (technically) laws in place against drunk driving in China?
Whether enforced or not, I know, different story.

I read in the paper it is, and that if you so much as scratch anything while drunk, you can be looking at years of jail time. However, not enforced in my experience.
It's heavily enforced in Beijing. They have roadblocks and there's no mucking about, they go straight to the breathalyzer for EVERYONE.

This is very ture in Beijing, though Guilin seems a bit lax. I had dinner with the Party Secretary of my school and not even he messed around with driving after drinking.
Yes it is illegal and if people get caught they will do hard time here.
But I agree with kchur, it is not enforced, and the only way to get caught really is to get in an accident.
No one I know here will touch the keys if they have anything to drink...too big a risk.
Like nevermind said, Beijing has blockades at every streets around bar districts.
But the other cities I've been to don't seem to control drunk driving so much.
