The law changed in 2019, you can get a Z visa in China after the Working Permit office gives you a Notice of Working Permit, then a trip to the PSB get a new Z visa, back to the Permit office and submit doc's in person. and get a working permit card.

They most likely want to take load off of the HK's Wanchai Chinese Embassy ...
It might be the same as before 2017, when you could extend RP in 30-days after the last contract ended without exiting China and if you couldn't find new employer in that time frame, you had to exit and apply for new Z.
There must be some sub-regulations to these extending Z without exiting China.
I'll share with you some of the pints ( NOT ALL! ) I got for the WRONG! Answer-of-da-Day at this thread ...

can the place you work, or are going to work in not answer this for you?
If you are planning to work in China, someone from the HR department should guide you through the process.
If they don;t do the above, they are not legit.
I'd say, most likely not ...
You must exit China and apply for Z at the Chinese Embassy in your native country.
Now, if you will talk to the potential employer/sponsor of Z visa, they will certainly guide you through the right procedure.
Z visa sponsor must apply for your Working permit and employer must state at the application, where do you want to apply for Z visa and all that must be approved by the Foreign Expert Bureau (I think, they renamed that org. ...).
In old times (pre 2017), it was required to apply for Z in your home country's Chinese Embassy at your first Z application and after that, it was possible to apply for Z visa at the Chinese Embassy in Hong Kong's Wanchai ...
