Haikou is supposed to have a pretty big expat community. Check out some of the bars or Western restaurants.

HaiDian Dao is where you'll find most foreigners. If your looking for students, try BBS bar next to HaiDaBeiMan (Hainan Uni North Gate) on a Friday night... other people you'll probably bump into in various places such as Starbucks or Gusto Coffee in GuoMao or various clubs- Song Song club near Carrefour is pretty popular. If the above fail head to Sanya on weekends, and stay in Dadonghai.... (I lived there last year and loved it, once I'd figured the place out, which probably took about 3 months)
