I recently wanted to make an online purchase and went through all the online steps to activate online banking of my ATM/debit card. However, it still doesn't work. Has anyone any idea how to make a regular debit card have online banking accessibility without having to close and re-open a bank account or wait 3 weeks for another card?

It would depend on the bank. I recently opened a Bank Of China account. There Online Banking is a service they can add to the card afterwards, if for some reason you do not want it right away. You need to go to you bank.
I will strongly advise you not to use the debit card from your regular Chinese account for on line purchases at all. With ID theft, and other existing scams, it is not wise to give others access to your money.
Back at home I had a prepaid credit card bought at Walgreens for this purpose only. When a purchase was made, enough funds were deposited to cover it. Never had a problem. So, when I came here and discovered Taobao, I just went to another bank, opened an account for this purpose, and normally keep less than 10 yuan balance, just adding money as purchases are made.
you can go to the bank and ask the bank employee to open online bank for your debit bank card.Then you will get a USB hardware.use it to shop online.
How long have YOU been using your bank? YOU know they do have an information desk at the bank that walks you through these steps one by one. You need to complain to your bank if they are keeping little things such as this from you BIG RED!!
