What kind of phone? Android and iPhones phones come with built-in PPTP and L2TP so you just need to sign up for a VPN service and follow their simple directions. Windows Phone 7 and even Windows Phone 8 will not have VPN, so avoid those phones. VPN is very flaky on phones, however, so your results will vary. I can't get VPN to work on my Android phone with Unicom, but it works fine with Telecom and China Mobile.
I have an iPhone on Unicom and the built in VPN function works fine. First however is you need a VPN subscription which can be bought online (you might need to get out of the country first, as the site may already be blocked). Second you need to check the VPN supports the use on cell phones, if they do they will probably have a setup guide on their site or their support team can help you.
