Q: Looking to work as an art or English teacher at a summer camp
I worked as an Art Teacher at Camp Greenwoods, where I taught children and teenagers various art techniques including drawing, painting, crafts, and creative design. I planned engaging art activities that encouraged creativity, self-expression, and teamwork in a fun learning environment. During my time at the camp, I helped students improve their artistic skills while building their confidence and communication abilities. I also organized interactive group projects and supported campers in showcasing their artwork during camp exhibitions and events.

Summer camps tend to be connected to a school and use their teachers/staff.
The ones that don't, well... those jobs tend to not be the ones that are capable of giving a person a proper, legal work permit/z visa. Work on a tourist/business/student visa is not legal work and you would be opening yourself up to all kinds of exploitation.
If you are fine with violating visa laws and think that you can get away with it, go for it. Just be aware that you risk being detained, fined, and banned from getting a china visa in the future if you get caught. (And they have been increasingly cracking down on illegal work via summer camps and training centers the past few years.)

Summer camps in China never offered Working or any other visas to foreign English teachers.
In my time in China, Summer camp offered only accommodation, assuming one will attend camp under valid Residence permit from a full time employer. New Oriental Summer camp never even asked me about status of my visa/RP.
They knew, where I was working full time and they've contacted me with details (start of the camp, estimated working hours and pay) every year in May and I would just send them confirmation of my attendance.
If I would wanted to participate in a camp from out of China, I'd have to take care of Entry visa and all by myself, what would be extremely difficult or even impossible, so as you said, all Summer camps in China use only foreign teachers who are already working in China.
New Oriental Summer camp was like a part-time gig ...
