Hello, my employer's restaurant in china is hiring illegal workers and breaking a handful of safety regulations in the workplace, some of which can lead to a disaster.
Do I need to report this to the authorities? I don't want to be responsible for any accident happening.
Do I have the right to resign from the work for this reason?

you have the right to resign if you are not happy with your employer.
you are not under any obligation to say why.
Unless they are coercing (blackmailing) you to stay in any way.
If they are breaking safety regulations, which may lead to injury or death, why are you staying?
Do you have any actual evidence that your employers are doing anything that you allege? If so, by staying you could be deemed complicit if the restaurant is caught for any failure of regulations.
If customers get ill through food poisining or worse, and you knew about it and did nothing, as a foriegn worker your employer will proably dump the blame on you.
Why do you think they would treat you any better or consider your safety any more than that of illegal workers.
Why would you stay working in such a place?

Why would you be responsible for the accidents at your work place, if you don't run the establishment?
How about the traffic accidents in your city?
Don't you feel any similar 'responsibilities' ...?
I think, you should report danger on the roads to the highest authorities immediately!

the OP, if he/she intends to report the employer should gather solid evidence that can not be disputed.
Equally, the employer might have guanxi and reporting the employer could back-fire.
