Q: TEFL certificate or two years experience
If I do not have two years experince, will A TEFL be enough to apply for the Z visa?
I already have my Degree in Education and a clean police background check.
I am hearing different stories from agents and I don't know which advice is correct.

Don't trust agents - they will lie to you.
check with your nearest Chinese embassy for minimum requirements.
A TEFL is not enough without 2 years working experience.

To keep this simple, let’s first start with the basic requirements to teach English in China:
*Passport from a native English speaking country
*Between the ages of 18-60 (men) 18-55 (women)
*A Bachelor’s degree
*A 120 hour TEFL (or 2-years experience)
*Criminal background check
*Good health

As I understood at my teaching start in China, LTA ... minimum of 2-years of working experience was put in place to prevent too young people to apply for ET job in China.
... and, yes, it will be enough, either TEFL or 2-years of working experience..
However, I'd say since Chinese .gov exchanged 'and' with 'or', 2-years of working experience might be required in English teaching, at least that's logical, but with Chinese you never know. They don't implement logical reasoning very often.
