In normal times I'd say good connections, lots of money, patience and local knowledge. In covid times you could probably add a minor miracle to the list unless you happen to be a very attractive asset for China.If you were hoping to get some foreign teachers for an English school I'd forget about that idea for a while.

It's a Chinese law ... Co. in China must have a government authorization for foreign hire, what means, foreign hire in China is limited, permited only by the authorization issued by Beijing or provincial's capital government.

 

That's 'why' ...!

 

Before the law changes in 2017, English name of such org. was "Foreign Expert Bureau" or SAFEA.

Simoleons... lots and lots of simoleons,,,,  (somehow I think I'm spelling that wrong,, and even then it is such an obscure reference,,, maybe only part of the US and for a short time ever said 'simoleons'?)   

 

oh,,, 20,000 masks per hire helps a lot too..

 

and the good sense to ask someplace besides the local chat room of a bunch of smart-asses, misanthropes, and hard-drinkers
