Q: when is the right time can one start applying for Z visa?

Unless you're in country already the possibility is tiny. And how much must your life suck at home to be so desperate to get back into china? Give yourself an uppercut.
Right time? 
It's "Never, again ...!" stuck in my visa application drawer. 
brah,,, u don't 'apply for a Z-visa',,, you are 'invited' to apply for said visa. When will that happen again?,,, well,,, let's just say Mr. Lucifer will be looking thru his closet trying to find out where he stashed his Thermal U/W.

I would agree, as Sandnose mentioned, that Covid is a great excuse for the CCP to prevent foreigners from entering the country and, in their view, undermine the ultranationalistic mindset that has pervaded the entire country these last several years. But business is business, and there are thousands of schools and businesses in China that need foreigers to generate profit. I don't see China extending this poicy into the next school year. At the very least, I think they will allow a set amount of qualified foreigners in and the already absurdly strict Z visa process will be that much more intense.
