I would agree, as Sandnose mentioned, that Covid is a great excuse for the CCP to prevent foreigners from entering the country and, in their view, undermine the ultranationalistic mindset that has pervaded the entire country these last several years. But business is business, and there are thousands of schools and businesses in China that need foreigers to generate profit. I don't see China extending this poicy into the next school year. At the very least, I think they will allow a set amount of qualified foreigners in and the already absurdly strict Z visa process will be that much more intense.
