pretty basic and to the point question where (which city/cities) can I obtain a PU letter easiest/quickest?

It doesn't depend on the city in China to score the PU (Chinese visa Invitation letter during Cofid).

The more important detail to obtain PU letter is one's nationality as far as I understand.
