I need some help or advise from computer "gurus" here. For that, I will be grateful. I have an ongoing feud with the local China Telecom provider. I pay every month for 4 Gb service. In their website, my download speed reads 4.3 Gb. On every other site measuring download speed, at best I rate 1.2 to 1.5 Gb. Now, they do not accept any readings other than those provided by their website. They also claim that my HP laptop is from abroad, doesn't work well in China?????? And another thing, download speed is not steady, fluctuates up and down by large amounts all the time. <p>
Well, download speed is not the only problem. I seem to have a problem with connections. I do get the notice "this page can not be displayed" about 90 % of the time when surfing the Internet. When troubleshooted, I get "reset the wireless network adaptor". Then works well for about 3 minutes, and goes kaput afterwards, must do it again. But when using VPN, works like a charm. To resolve this issue, what should I do to my network adapter, if anything? Any suggestion will be appreciated.

About fluctuating download speeds (as I am also using CT): they offered to bump up my speed from 8 to 10Gbs/s for only 240 RMB more than my previous year's fee. Good deal? Nope. They actually wanted 1200 RMB more because the 240 fee would only cover a) DLs from within China b) Non-torrent traffic c) the upload rate would remain at .3 and d) only available during non-peak hours.
As for your laptop related issues: get yourself TuneUp Utilities 2014. It will fix many Internet and configuration problems automatically.

Thanks a lot, Sinobear. I checked, and there are at least 25 different Tune Up programs. From AVG Tune Up for $ 40 US to free download but charge for usage.
Which one did you use? Is the AVG any good, it has excellent reviews?

I have the, err, "trial version" that does not expire.
While you're at it, you should also have SpyBot Search & Destroy (free!) which can detect and remove malware, etc., that may be trying to run scripts when you're surfing and cause the 404 problems.

What I use, for a "complete" package is:
Antivirus: ESET A/V (I don't use the whole security suite) - negligible resource use and frequent updates
Malware detector: SpyBot Search & Destroy - prevents getting nasties on your system, rootkit scanner, blocks invasive cookies
General maintenance utilities: AVG TuneUp Utilities and Windows 7 Manager.
I've been using this quartet for years and never had any serious problems except several "genuine" Maxtor 2TB drives giving up the ghost - thank the beer god for routine backups.
As I discovered from personal experience, you can pay for whatever download speed but the infrastructure in you building or local area will determine what the maximum speed will be.
My personal story: I had 20M download and upgraded to 100M. Speed is the same due to the local (archaic) hardware. No refunds.

Ha ha ha...that's why I upgraded. Fibre was installed into my building.
Pity the nodes weren't upgraded in the neighbourhood

Yeah that's definitely true, plus whether others are using it.
Say your building supports 1000M/sec. If you pay for 20, even if nobody else is using it you're throttled at 20. But if everybody is using it at once, you might still only get 4 or 5.
Bump that up to 200M, and then if nobody is using it you'll get that sweet 200M, but if everybody else is using it at once you're still stuck at 4-5 like the guys paying for the 20M
They speeds they provide are for the local servers and for local chinese websites, the speed is much lower when it comes to browsing international websites. It has nothing to do with your laptop, thats just bullshit. About the issue with error when browsing websites when not using VPN, first off what VPN are you using and secondly you can try to reconfigure the proxy settings in your browser. If you are using chrome go to the settings area and head down to advanced section or just type in the search bar in the settings area Proxy (sorry am currently using a chinese pc so i cannot give you more accurate instructions). Some where there you would an option about using automatic proxy settings, choose that option.

I use AVG paid for version of Tune up, and I am happy to have it. 1-click maintenance every few days and very happy with it. They didn’t change the pricing when I bitched about the USD charges, but they did give me 2 more months, so 14 instead of 12.
I use the free version of AVG 2015 anti-virus thing .. once in a while it stops something… seems good.
My ISP is China Mobile. I have been told that China Telecom is more reliable, the most reliable and. fastest . Currently looking for them in my little city. My Satellite TV provider from Guangzhou, who I respect, has advised me this stuff.
I get 5 Mbps on a good day, you guys are talking Gb. 2-3 Mbps if on VPN. Where do I get Gb’s????
I use ExpressVPN and pay dearly for that too. They too accept whining about the increased value of the USD. Stability is like a bouncy ping pong ball for the most part, but it just makes that occasional LINE DRIVE just that much more satisfying. Very dependent on traffic volume, I suppose.
We have fibre optic in the building and reasonably new neighborhood. How do you know what is feeding the complex?
There, my little blurb, on my internet frustrations.
we have CT too, paying for 50MB/s , while we get it on chinese sites, anything outside china is pretty low, except early morning hours. But generaly it is fine, just some sites does not load , even from my phone or pc at same wifi, but while on mobile data with unicom, i can easily access them.
We have optical fibre , living in 2-3 years old complex, so the foundation are good here i guess. as sinobear suggest, use those programs, you can get them from reliable sites as filehippo , or search torrents for downloads with cracks.

Just FTR, I did as suggested, and now I can't R-click on Explorer :( It keeps crashing.... so, it was either S&D, or AVG Tune-up...
Well, I ran the AVG Tune up and found 100 problems in register, and 600 problems in trash bin, he rest OK. Fixed it and let's see if it runs better now,
