Q: Are the Halal (清真) food in China really Halal?

There are those that claim to be "halal" and then there are those that have been inspected and found to be "halal" and only purchase their products from "halal" purveyors. If indeed they are "halal halal" they will somewhere in either the shop or the restaurant display a small notice attesting to same. Given the rather restricted size of the "halal" community in China, I would venture to say that the majority are indeed "halal halal".

Yes. There is a large Muslim population in China and they strictly follow the dietary rules. Just make sure you buy it from notable stores or actual Muslim run places and you'll be all set.
