Read somewhere that more and more people are opting to move abroad for a better life. But at the same time, the number of foreigners moving to China to make a living is increasing too...so are there more Chinese leaving or foreigners coming?
remember there are only a half million -0.6 million foreigners here and that counts countries outside of just the west. there are over a million chinese (recent immigrants not by slavery) in the us alones that's just those there legally too
math alone should help you figure this out, crimochina has math skills that show...The Chinese are leaving faster and by more than there are foreigners in China.

I'll give you back your topuser crown, for 950 points. deal ;)?
I would think there are a lot more Chinese living overseas in comparision to westerners here. If you think about it they can migrate and get citizenship easier than we can ! Here is an interseting link that talks about Chinese immigration to Australia. Most questions answer on the forums asking about permanent residency for foreigners in China say it is extremly difficult.
We will realise the situation has changed and more foreigners are accepted and welcomed into China when we see the establishment of Australiatowns in Beijing and Shanghai. Or even Americatowns, Canadatowns and Englandtowns. In every capital city in every state in Australia there is a Chinatown!!! I know there are a few in the USA and England too.
This may not satisfy your statistical curiousity in answer to your question but certainly answers it in another way.
This is an easy question to answer,
Just the yearly numbers for the US far exceed the total of expats in Shanghai...
According to the Obama admin's website, The figure shows that in 2010, 70,836 Chinese citizens obtained a US green card, 6,625 more than 2009.
Of the 1,042,625 US green cards issued in 2010, Chinese applicants accounted for 6.8% of them, following Mexican applicants with 13.3% as the second largest group..
I have had the dream of getting a green card here ever since they announced the idea and now I am almost qualified, next year we will see if they turn me down...
