My wife needs a Police non-criminal certificate from Henan Province as we lived there for 3 years. The Canadian government requires it for immigration purposes. They say a Notary can act as an agent to get the certificate even though we arent living there anymore. We need a Notry that speaks English.

You could have tried Bing......I'd suggest contacting the Zhengzhou Public Notary Office. Though having an English website doesn't necessarilty mean they'll have English speakers!
Actually they shoul dbe able to help. One of their advertised services is: "Notarizations needed for studying and living abroad"

I've never had luck finding an english speaker at the notary office but managed to get what I needed even though it too a few tries.
Most docs will require the official notary books/stamps regardless of previous translation and notorising, as I found out in the past.
