What good would a law do, if they don't enforce it... Beijing worked hard to make sure it looked perfect on paper when getting ready for 2008, but that doesn't mean they care enough to actually do anything about it.

Of course there are health and safety issues. Silly things like that don't seem to matter, though.

BWAHAHAHAHAHAHAHAAAA!!!! Beijing would rather keep building skyscrapers that no one can afford to move into to make the skyline more impressive than invest in something useful like more metro lines.
