So I read it takes 30 days to get your resident permit. Do I need to have it in 30 days or submit it by then? Also if my school does not get this completed before then what are my options. Is it a breach,do I get a letter of release.

Even if they submit all the docs on the last day (of the 30 day limit.) you'll be fine and the PSB can extend it for 30 days if needed.
Are you referring to a 30 day limit on your single entry Z visa? Don't worry about it - the whole process (medical, work permit & RP) takes about 45 days if done efficiently. So long as they start the process soon after arriving you're okay.
Please relax, have some tea too. As you were told correctly by both members above, you have 30 days to start the ball rolling. It is a well known fact that to have the FRC, work and residence permit in your hands will take more than 30 days. But as long as you started the whole process within the 30 days of arrival, you are not in violation of any current laws or regulations. So, get the ball rolling, and enjoy your stay in China, it ain't that bad
