I know there must be a bizillion scooter makers in china, but which makes a good one for the money? Are lithium batteries common or really expensive. At home more and more of the electric scooters are on the streets. but they are often modified for speed and to go distance. Do the Chinese modify their scooters? What are prices like for scooters and batteries?

The problem here is that our definition of "quality" does not match the Chinese definition of the same word.
I bought one maybe 1-1/2 years ago, I am satisfied with it, but it ain't quality work. Many electrical components failed, including the alarm system, but replaced under warranty. I had battery problems, supposed to give you at least 100 Kms in travel distance with each charge, even when new, could not get more than 75 Kms, later around 40 to 50. They claimed it was because I am taller (???), I counterclaimed height had nothing to do, weight maybe and I am 180 pounds, not that heavy. Got a new battery under warrantee, then I paid extra to get a better one that the one originally used, and now works better.
Mine is 45 volts, not 24 which seems to be the norm. I can get up to 60 Kms/hr speed on mine (warning, speed limits are 20 to 40 in city limits) and on street lights from stopping position I can beat all other electrical scooters, also gas scooters and 125 cc motorcycles, not 250 cc ones.
As an example of poor worksmanship (or engineering ?), the body parts are held together with a simple bolt and nut arrangement. Vibration works them loose. After about 3 or 4 weeks it made so much noise when riding it that I decided to look for the cause. Well, a trip to a hardware store, a purchase of a few flat and pressure washers, and maybe a couple of hours of my time resolved that problem.
Yes, they can be modified, but you better find someone who really knows how to do what you want done. Do not add too many "goodies", it will just increase the chances of being stolen. I added a music system to mine, it works nice but attracts too much attention.
There is seldom a chance for bargaining, price is about fix. But, with patience and not showing your face you can get a discount from a "hungry" dealer. My bike listed for 3,600 Rmb, I paid (thru a Chinese friend) 3,000 Rmb when bought.
Get a wheel lock that can not be cut with the big clippers. Also, get a built in rear wheel lock, and an alarm. That is a must. I can not find yet any insurance compny willing to give me insurance against theft. That may show you how often they are stolen.
Battery prices will depend on quality and rating. May get one for 100 RMB, also as high as about 400 Rmb. Your choice. New tires are 100 Rmb each.
