What about an issue like this:
The company has issued FEC and Z visa for me in a capital of province, then i got a job in a school from them in the smaller city within the same province. After 3 months police has visited school and pointed out that i didn't change my residence permit for that small city since i'd got there. Then, after 9 month police came back began asking me more details on that topic. They told that is not too big deal with residence permit but the school has been told already, it can't have me as a foreign teacher to work for them, cause they simply has no SAFEA license to hire FT. Police took my passport for a long while, afterwards i've been told by my company to just come back to them to the capital immidiately without notifying the school. After a while, company has got my passport back from police and renewed my residence permit upon the same working visa Z without any problems, as my contract expires 3-4 months later than previous RP/visa. So now i've been told by company that police from that smaller city has blacklisted me and any other employer can't do Z visa for me anymore in China but they (my company) can only do it! In my case no one asked me to pay penalty or requested to leave country.
In my point of view i can see two violations from my side: 1) working for the school/place that has no SAFEA license 2) i've not applied for RP in local police of that small city.
Does anyone know is that possible to be blacklisted in this way, especially in fact that my company keeps saying that even if i leave country, i'll still be able to get new Z visa from them and only they can do it, any other employer can't anymore. Is there some useful contacts/numbers that i can ask this question, except SAFEA and that small city policeman ? Thank you!

Sounds like the company you are working for is being dishonest. Maybe trying to take advantage of you since you are a foreigner, and naive about how things work in China. There is such a thing as being blacklisted, but unfortunately Im ignorant about it. Hopefully, some of the more experienced expats will comment for you/us about this. Cheers, and GL.
I agree with the Ness and silver. I have seen foreigners get away with much worse.
You don't want to mess with SAFEA, They are an organization which operates with only the most ruthless of efficiency and with a passion for perfidy.

Enter 'SAFEA' in search above for address and contact no. in your Province, and dial them up.
They will explain your matter clearly to you, and ''if and why'' you're unable to work in China anymore.
As I understand, you fault was 'Contract disrespect'.
You shouldn't work anywhere else, but in the School listed in the Contract/FEC.
However, I would argue in talk with SAFEA that 'you were obliged to listen to your School's Principal/boss-told-you-to'. Tell them clearly, your RP sponsor told you 'your working place is somewhere else'.
I use numbers from the web link fairly often. These are Provincial Headquarters numbers and everywhere I called, there was Chinese English speaker answering the phone.
1. and 2. aren't your responsibilities/violations, but School's.

I haven't signed contract with the school. The Contract with the company-recruiter (agency) says: "workplace can be in different school and certain number of working hours will be the full monthly salary". There's no permanent work placement mentioned in the contract. These kind of companies can send you to any other province to work, but your FEC and RP will still belong to their city.
The reason that i'm not asking police or SAFEA directly is that i passport has been back and visa is renewed after that accident, i guess the company has a friend in police to be able to get passport back. i'm afraid if i ask them directly and mention that i was working illegally, this time i have no police friend from the company...

Let me guess, Co. is stationed in Zhejiang? So, what do you want us to do on Board? You get passport back with new Residence permit. What's your question? Are you blacklisted? No, if you got new RP. Whole matter is between Co. and Police, not you! You won't have bad record in China because of that, and you can apply for new job elsewhere.
If Co. hired you and sponsored Z visa, you must sign Contract with them before that. If on Contract is written work place is in Hangzhou, but Co. sent you to work in Lin'an in the same Province, both Co. and you are in violation of Chinese law. Your FEC has written 'place of work' according to Contract.
That was my example with Helen: they sponsored Z, and as soon as I entered China, I departed to Yingkou, Liaoning. I signed Contract (before I got Z) with working place in Yingkou. RP was done in Yingkou, too.
Something is fishy with your Co. It isn't your responsibility, if your Co. doesn't respect Chinese law, so you can't be blacklisted by SAFEA.
However, I'm convinced there is data base on FTs at SAFEA.
There's no need to worry about SAFEA. They won't go after you, if you didn't personally break the Law.
Dial them and ask for an advice and help.
I seriously doubt
1) that anybody would be bothered to do the work to effect this ban
2) that any cities have a networked computer system (I know tax departments within my city aren't linked)
3) that a single police station has the authority to do this
