I would like to know if anyone has had this experience. Each individual would have their own reasons for acquiring a 10 year resident visa. If you can't work on this visa, and your wish to work in China, why would you bother to apply for a 10 year resident visa? I have lived in China for 9 months of the year for the past 7 years.

Are you referring to the fabled "green card" - the D-visa? More correctly known as a "permanent resident card/permit". If so, then yes, you are free to work for whoever you want with no need to get a work permit.
You don't get "offered" one of these. You have to apply for it and Beijing make the final decision, which can take up to a year. About 6000 have been issued since they were introduced in 2004. Rare as rocking horse shit. If you can get one then go for it.
If you are referring to the new 10 year tourist or business visas that Americans and Canadians can get then the answer is no.

No you can't work on a 10 year Biz visa, you can work online as long as the salary is being shipped in from a different country.
