Can Z visa be obtained in HK?

Why are you asking this? According to your other question you already had an FEC/Resident permit so you should be able to transfer that to a new job. Unless you are looking at a job in Guangzhou where they appear to be making people get new Z visa as is my case for an Engineering job.
I've been told it's possible if you have a HK ID card or already have a china resident permit. My change is still ongoing.
