I understand a Criminal Record check from our home country is required for Foreign Expert Certificate Applications and that this should be no less than six months old.
Does SAFEA require this to be notarized? I understand this is required in South Korea.

If it wasn't, it will be. Obviously, you want to check with the school you're going to - but in all likelihood, yes!
It looks, every Province has different requirements, so enter 'safea' in search above and dial them up.
Non-criminal cert. was required only for USA citizens ..... I don't understand, why Chinese bother only 'mericans.
I had to get Non-criminal cert. in 2014 in Henan. It wasn't notarized, issued by cops in my city of origin. EU-bilingual (English) Non-criminal cert. was sufficient.
I changed RP sponsor in April of this year from Henan to Guizhou, and nothing extraordinary was required, except SAFEA apparently asked for Recommendation letter, beside Release letter and FEC Cancel cert. for RP transfer.
