Do you want a Union Pay credit card or something like Visa/Master cards ? 

You can find some old threads about it, but the quick answer is that you 

a) forget about it

b) marry a Chinese guy and get one from him

You can go a long way with a normal union pay debit card, works all over China and also in most Asian countries. To get that, all you need to do is go to a bank equipped with your passport and some patience. 

china merchant bank will give you a credit card against your savings and move the balance from savings to pay your card off on the last banking day of the month, the card has a visa logo but be careful with credit in china, no payments on time for over sixty days and you go to jail here, no bankruptcy options

you need 50k in savings to get the account and work in china for at least 3 years. since a foreigner could skip the country and not pay , you have to have the savings account against the charges, but at least you have a chinese visa card, many western cards want allow a purchase even when you let the bank know your in china, to much fraud
