Does anyone have suggestions on where I can find help for my 12 year old daughter with special needs? She was going to go back to school in the US but that has fallen through at the last moment so we need to find a solution quickly.

I had quick look over Internet about 'education for kids with special needs in China', but I found only one web link about Hong Kong's ordinance:

I worked in Public Primary School in Fukang, Xinjiang last year, and I had few 'autistic' students in Grade 3. I'm not medic, so my wording about 'students with special needs' might not be appropriate.
Chinese teachers told me, 'special needs students' are required to attend first 3 Grades, and there's no special school for them, so they attend same schools as every other kid.
You could get right info at SAFEA (Foreign Expert Bureau). They certainly have listings of all Schools in China. Write 'SAFEA' in search above for address and contact no. in your city.
I'll just bump this as it would be great iwth more answers. Maybe elaborate a bit on what kind of special needs.

Internet wouldn't give me much on the subject in China, so I guess SAFEA would be great place to ask about locations of Schools, if any. Probably moving to HK would be option, too.
Were you using the Homestead programme in the US? As the Scandinavian highlighted it would help if you elaborated a little more on her specific needs and your requirements.
